Why is my monitor refresh rate reported at 59Hz instead of 60Hz or 119Hz instead of 120Hz?

This is normal for some video cards or monitors to report either 59/60Hz or 119/120Hz. Some displays run at an actual refresh rate that's a fraction of a Hz lower than the rated refesh rate, for example 60Hz is actually 59.94Hz, and 120Hz is actually 119.88Hz. Depending on the hardware and drivers, this may be rounded up or down, but functionally it's the same refresh rate.
