Verify that you are using the green memory slots on the motherboard starting from left to right. In addition, if one particular slot is initiating the cycling it could mean the memory DIMMs are not making full contact. Firmly wiggle the DIMM in to that slot to ensure contact being made.

Using the incorrect memory slots will cause this issue.
