While looking at the Advanced settings and notice that my TV and Flat TV is grayed out. Does that mean I cannot use that option?

The TV Option will only become available once a TV is directly connected to the card via a S-Video or RCA cable. The TV must be turned on before the computer is turned on. Windows will detect the TV set just as it would a computer monitor.
