The maximum upload/download speed will always be subject to the limitations of your ISP.  What the Xeno DOES do for you is helps to greatly reduce network latency (LAG/PING) during internet applications, primarily gaming.  The lower the latency, the smoother and more responsive your online gaming experience will be.
