This is likely duie to power.  On the SR-2, directly above the PCIE slots, there is a 8 pin and 2 6 pins.  The lower 6 pin slot is to power the lower PCIE slots.  If it is not connected there will be no power to the lower, 5th and below, slots, cards will not be detected by windows, and fans will not spin.
