Is anyone having issues with their EVGA X58 3-Way motherboard balking at loading nvidia  196.21drivers in Windows 7 64 bit version…  I had been using Windows 7 64 RS with no problems but I just bought and loaded the educational version of Windows 7 Professional and I have no control panel for my nvidia 280’s…. and my cards feel laggy.  I am reading that this is a known issue currently…   EVGA E758-TR 3-Way SLI    bios_E758SZ2Z Intel Core i7-920 Bloomfield 2.66GHz D-TEK FuZion v2water block CORSAIR DOMINATOR 6GB (3 x 2GB) 1866  (3) ea. Nope, I set up my GTS 250 on my 758 board just now with the 196.21s without a problem. Running x64 W7 Pro.

the 196.21 drivers had an issue with overclocking software like Rivatuner, EVGA Precision, one of the clocks would not be read (shader in my case but i read that it sometimes affected other clocks like memory) which mean the overclocking software couldnt work.  It did not affect anything else and the cards would run normally, you just could not overclock them using those tools.

There was a temporary fix by EVGA which was version 1.9.1 of Precision and Nvidia has now released a Beta driver 196.34 but its basiclaly just 196.21 which were WHQL certified with the bug fixed that was causing overclocking tools not to detect the clocks correctly.

What your describing is not something i have heard to be a "known issue", try reinstalling the drivers.
