According to Intel, different processors in the Haswell-E architecture will support different PCIe configurations:

Core i7 5960X and Core i7 5930K
3-Way SLI with a Maximum of two 16x and one 8x slots

Core i7 5820K
2-Way SLI with a Maximum of one 16x, one 8x, and one 4x slot
