The issue is a Windows 7 Home based operating system. You will find that either CPU from either socket will boot correctly, and in device manager you wil see all 16 or 24 threads listed (quad+HT/Hex+HT respectively) but Taksk manager will only show 8/12 threads, and Prime will not initialize the other threads either, this is due to Window s7 Home, as it will only address 1 CPU, you will need Professional or Ultimate to utiliaze 2 physical CPU's.
