I just recently started to get this problem when the 190 drivers came out for the 9 series. The first one I downloaded was the 191.07, the newest one, and I can't even log into my account now. The computer boots up fine and everything checks out, but when I log into my account it immediately reboots the computer. Occasionally it may just sit there for a couple of seconds before it reboots, but most the time it's nearly instant. I don't get any BSOD, just simply an audible click, black screen, then right back at the BIOS. I have, however, gotten a BSOD a couple of times, with different errors. The most common is IRQL_NOT_EQUAL_OR_LESS (extremely vague error, I know), and occasionally the nvlddmkm.sys error, but that's not very frequent. I very, very rarely get a BSOD, it's almost always an instant reboot. My RAM checks out okay, and this RAM has never failed on me in the past, so I know the IRQL error isn't related, also. SOMETIMES, it may work correctly, but this is VERY rare. Rare enough to the point that I leave my computer on for as long as possible and stay logged into my account just so I don't have to go through the process of sitting and restarting for an hour. I can tell whether or not it's going to boot up correctly, because the Windows Sidebar will appear if it's running okay. If the Windows Sidebar never appears, though, it means I'm about to get a crash. Don't know why this happens. I'm almost certain this has to do with the 191.07 drivers or the 190 series drivers, because I never had this problem at all before I installed them. I booted up in Safe Mode and was able to log into my account and do a driver and registry sweep, then I rebooted the computer in normal mode, but I still got an instant reboot as if the drivers were still causing the problem. I tried safe mode again and reinstalled the oldest 170 drivers I had and again got the same problems in normal mode, the same thing with 180 drivers. It seems like the 190 drivers have caused a permenant problem with my GPUs or something. Another thing that I find unusual, I was able to log into a separate account on my computer with no problems. No reboot at startup and no problems with any games or anything, but it has no administrative powers and with Vista's "security", that means there's very little I can do from it.
