Hi Alan, i'm not sure if this is any help to you but here goes .....
First I would remove all the programs , Afterburner , Precision X , and NVidia Tools ( might not hurt to run driver sweeper and reinstall the video drivers too ). Download and install the latest version of Afterburner from here
http://event.msi.com/vga/afterburner/download.htm If you click the "AUTO" button as seen below you should have manual control of the slider , don't forget to hit apply when done , your fans will then be locked at that speed as long as afterburner is open so you should also click on the apply overclock at startup in the lower left under profile , then it will go to that speed whenever you start your rig.
In order to setup a dynamic fan profile click on the user define button , then settings and then the fan tab.
tick the box and this will appear. you can move the boxes to set the fan to speed up at a lower temp ( don't forget to hit apply when done )
If you get errors with servers kicking you out while gaming with "disallowed driver" or other errors , open afterburner , click on the small icon by the clock as shown , this willl open Rivatuner (part of afterburner)
click the bar to turn Stealth Mode ON (it's off by default) it seems like Punkbuster thinks that Afterburner's overlay is some sort of a hack on some systems.
If that fails I would reinstall windows and start over from the beginning "Nice and Clean"

. I have not had good experiences with Nvidia tools and Precision X seems geared towards the 600 series , I don't own a single MSI product but I prefer Afterburner for oc'ing my cards. But that's just me
