Depending on the game or benchmark, the average is even (scroll three-quarter way to bottom of each game tested, see table.)  Though having the GT210 may add cost, power, heat and noise.

Though ultimately, AMD's Fusion processors beat them all, the A8-3850 has twice the performance of the HD3000 integrated video in Sandy Bridge.  Ivy Bridge's HD4000 gets close, but AMD has a successor known as Trinity coming by mid-summer.

Depends on your budget, ETA and what do plan to do.
How CPU watts relate to degrees? - How can overclocking affect CPU lifespan? - TEC/Peltier definitions, formulas and temperature estimations

For Intel processors, 0.123 x TDP = Continuous Amps at 12v [source].  This includes around 30% overhead, so it isn't minimum for operation.  TDP is not actual per CPU, it is a range for multiple processors to qualify for the same OEM cooler and power rating, and allows Intel to debut future processors in the same TDP.
