Battlefield 3 at 1920x1080 is already starting to use 2gb apparently so I don't want to get two 680's then realise I'm VRAM capped would rather get two 670's with 4GB of VRAM and be 5 percent worse than a stock 680.
What's your specs?
Are you running any additional AA in your NCP? If you have 4x MSAA and FXAA enable in-game, that should pump up your usage at around 0.7 GB VRam to 1.7 GB (rough estimate), to 1 680/670. Anything above that, you're usage will probably go up if more AA is supplemented from your NCP, at your resolution.
If you look at it from my setup, Quadfire 6990s with just 4x MSAA and FXAA enabled in game. That's including some samples from Catalyst (12xAA samples + MSAA). I use about 5 to 6.5GB Vram total. You divide that by 4 gpus, that's less than 2.0GB per gpu at 2560 x 1600 resolution.
In theory, your usage per card should be way less than mine at a lower resolution.
