I believe that is part of the application for BF3. Something to smooth out the connectivity for the Battlelog from all appearances. There is a FAQ on the Battlefield 3 sites about it.

After Googling it, I see now it's a program that runs in the background. I didn't even know that program was installed. I guess it runs in the background while playing BF3? I hope it's not using too much resources while it's running in the background. I don't recall being asked to install it while installing BF3.
 
Also under description in the "Programs" it says it's a Social Software. That's what got me worried in the first place.

 
It's part of the voice chat portion of BF3. In order for that to work through the game client it would have to be running in the background. Shouldn't be all that much but you can check your task manager and see how much in resources it needs to run. From all the threads I have seen the EA Battlelog needs for it to be there (it's registered as a BF3 plugin). There is a thread here about removing it but since I don't have BF3 I would be cautious about those instructions.
