FTP question?

I put up a ftp server to get a fraps video file from my friend. His upload is 5mb and streams very high quality on twitch. My download is 15mb and is very fast. However, while hes uploading to me over ftp server, speeds are literally 98kb/s. What gives? I seem to always have very fail experience with ftp, any idea how to improve this or perhaps an alternative for peer file sharing? Thanks for any help.
His user account doesn't have any quota or throttle enabled also.

What are you using to set up the FTP server? Even though you said there's no quota.. you may have a maximum upload rate set to 100 kbps.

Servu ftp server. All user, domain, and group limit settings are set to unlimited.

You might be subject to ISP throttling - port 21 traffic might be restricted.
