It probably has a bearing starting to fail. When the PC boots, the fans run at 100% which likely give it the power to spin. After the drivers load, it drops to 40% I think, and that power isn't enough to keep it moving. Spin it around by hand and see if you feel any noticeable resistance. It should spin freely.

I just recently posted how I fixed a similar problem with my old 9800GT.I was the last one to post in that thread so just look for my nick on the right hand side to find the post.It wasn't very long ago so it's still on the first page. Good luck and I hope you get it sorted.

chrn0 tks ;) the only solution... buy a new cooler right? That or an RMA if you have that option. You could always take it apart and make sure there isn't some obstruction holding it back or some dust/hair wrapped around it. Doing so will require you to reapply thermal compound as the heat sink and fan all come off as one unit with the top part of the GPU.

Wasn't there an old driver that caused the fans to stop as well? Before trying an RMA, verify that your running current (or at least recent) drivers. If you are, I'd look to RMA or replace the fan yourself if it's out of warranty. If it is out of warranty, try hooking your fan up to your motherboard or a fan controller. This will require an adapter of some sort... but if you're technically savvy it should be pretty easy to do. I'd just do that to verify that the fan is the culprit.
