What is the problem here?

Alright, after coming on hard times I have been forced to sell my PC. The specs are in MODS RIGS if you need more, but it is an X79FTW with an i7-3820. I have had it working for a couple months, and while I've had to jump through hoops getting the USB ports to work and my PCI-E slots to 3.0, its still always wroked fine other than those issues. So I get a buyer for the whole machine which is awesome, but when he gets the PC home he calls because it just keeps rebooting in an endless cycle. So I went over to try and get it running and couldn't. So I gave the guy his money back and took the PC home. Got home, it cycled twice and booted up fine. I went into BIOS to make sure all was right and c-states enabled and it worked great. So I call the guy back and he still wants it. Take it to his house and the same exact thin is happening. It just keeps cycling again.
Please help as I need to get this sold.

    Is he running it on a power board or direct from the wall?
     
    He might have dirty power, which is why it is working at your house, but not his.

      Try using a completely different wall socket in another room, and see if it still happens.

          +1 Both of these replies are good suggestions. I've had this problem when my rig was plugged into a power strip. Could it be that the rig is not getting a good solid power supply that it needs

            He is just using a power strip. Tried going directly to wall and it's still cycling. He said he had a 1000w pushing a core 2 quad and 2 280's on the exact same power strip and never had a problem. I hate to have him go get a UPC only to find that isn't the issue, because i was running it off of one at home. Thanks for the suggestions fellas. If you think of anything else please let me know.
             
            EDIT: he bought a UPS and the same thing is happening. Going tp pick pc back up tomorrow. Again, thanks for the suggestions fellas.

              I have had similar problems. It is usually called "boot looping". Did you hook up a different monitor or other peripherals? This can cause a problem sometimes.  Usually, clearing CMOS will allow you to boot, and then set up the BIOS again. In extreme cases, take out the coin battery on the motherboard for 15 minutes for a complete reset.

                Yeah word, I had done all that. It was all new periferals because the guy only took the tower. I had been thinking along those same lines and did exactly as you suggested. I even tried a battery from another board thinking the one I had was dead. Tried reseting CMOS and all but still nothing. Kind of crazy that different periferals could cause such a failure. Even when I got it back home the second time and hooked back up to all my stuff...it was just dead. I let it boot loop for ten minutes and it still wouldn't kick in. Started the RMA process though and hopefully the new board will have no issues like this, or the USB's, or LAN, or any of that. Hey, a guy can dream can't he?
