My monitor - XL2410T - time response 2 ms.

I think so too, but in this case it's impossible.
I can't understand, how this problem may transfered on another monitor/PC.

Also, I have experimented with the cursor image. If you use a cursor, in pixels, which has an alpha channel - there is a problem. If you replace the cursor pointer on the link to any other mouse - there is a problem.
Other patterns I have not found yet.
Yesterday I contacted Microsoft tech support, they may be able to help with something, if they have experience in dealing with such problems. However, I doubt that it will help.
