before i send it is this normal

so my gtx 460 gave up the ghost and i have to rma it got it all set to go but is this normal on the back side its some kind of dust stain or something.i just don't want to get told that this whatever it is will void the rma

From the picture, it appears it is simply as you indicate a dust stain. As long at there is no physical damage on the product it will be accepted. You may want to use a can of compressed air and you should be just fine.
