I think something is wrong with whatever senses/controls the fan speed on my EVGA GTX 570.   My temps are super-cool (at 32c idle) and everything is telling me my fan speed is at 40%.  However it sounds like a hairdryer almost and I know it is running close to 100% because if I stop the fan manually the noise stops completely.
 
Adjusting the fan speed using EVGA precision has zero effect on the noise, from 40% all the way to 100%, so I don't think it's working correctly.   However when I do adjust this, I can see the fan speed sensor claim to reflect my changes (in both EVGA precision and gpu-z).
 
 
Something is wrong.   Anyone else seen this?

Are you using the both softwares at the same time? Using more then 1 software that monitors the temps and fan usage may cause bugs.
 
Did you do a bios flash on tha card (the fan unlocker or something similar)? If so try to redownload the bios and reflash cause it may have occured some problem during the first flash.
 
A good test would be put your hand at the back of the card and see if the airflow change when you force the fan at low speed, if so maybe your card is with problem and need to be RMA.

I'm only using 1 software right now - the evga precision tuner. 
 
The weird thing is the precision stats show the CPU temp and fan speed to be normal.   However the tachometer (fan RPM) constantly shows the 5krpm reading, even when fan speed is supposedly low.
 
The problem used to be intermittent, but now is almost constant.   In the rare occasion when my fan speed is operating normally, when I manually adjust the fan speed, tachometer and noise both change appropriately.   In the common case now where my fan is ultra loud, temps and fan speed are set low but the tachometer stays at 5k rpm.   ACTUAL fan speed does not change at all, even when I slide the setting manually, there is no difference in airflow or anything when I'm in this state.
 
 
I did recently update the bios to try a fanhack, but that was after I was experiencing these issues.
 
 
Is there anything I can do to fix this without RMAing?   I dont want to be without a graphics card for <x> weeks.    I'm shocked I haven't been able to find anyone on the internet with this same issue....

Dont even think about a RMA until you flash back the -exact version- stock EVGA BIOS that the card shipped with. If you RMA with anykind of modded BIOS (other than EVGA approved) you will be getting your card back without them doing anything to it, as doing so voids the warrenty.
 
Get the original BIOS back on the card. Then you will be OK for the warrenty.
 
You havent posted any kind of information about your config and temps... so its hard to say what might be going on.
 
I did run across something like this...

Like you he was going to RMA, but decided to try a Windows re-install (this time using a Admin password)...
It worked and fixed his "constant fan RPM" problem. No RMA needed

OK - I'll definitely reflash.  It was a bios update that just gave more control over fan speed.  I figured it couldn't hurt to try.  Didn't fix anything :)
 
 
My temps are solid.   29-35c idle, 45c playing starcraft/battlefield, 50c playing witcher 2.   There is absolutely no reason for the fan to be going like this.  And indeed you can see the auto-fan controller is trying to keep the fan speed at 40% since the temps are so low, it's just not working...

Do you have to type in a password when you log-in?
 
The answer IS meaningful... it is either the problem or we can move on to other issues that can cause what you are reporting..

Those temps are HIGHLY unlikely to be correct. Either you have the "Admin rights issue" or you have a sensor conflict (SMB) between different programs going on, or a defective card.
 
Odds are, its the password/Admin issue or a conflict...

The temps seem right to me... They appropriately scale with load.  I have GREAT airflow in my case, and I don't play witcher on max settings because I am a stickler for 60fps.  

OK, and thats the only account on the computer right? Nobody else, not another user who installed windows and then added you?
 
Please post a screenshot of your lower right hand taskbar section (with the balloon open) so we can see what might be running....

Also post what Driver Nvidia driver version you are running -and- the exact version number of the Precision program you are using.
 
Also post a SS of your Processes list, so we can see what might be running...

Certain Drivers and certain version of Precision -do not- work correctly together. Also many programs like SpeedFan, AIDA, ELEET...Etc can "conflict" with the temp and fan sensors on the cards...
Please post the names and version numbers of all of them.
 
There is no reason to RMA the card until you rule out config issues... Or you could just get another card back and have the same exact problems.

i have this exact problem and this is the only thing i can find on google about it. exactly the same it gradually started to do it now its running at full rpms but reading a 40 percent use

Hmm mine still hasn't been fixed I am just living with it (my gf hates it haha).   Let me know if you find anything that works!

ugh thought i fixed it i removed the direct power supply to the cards and it stayed idle for like 5 mins now its back to full rpms

yeah misterskibbles looks like we are screwed i went as far as removing the card from my rig and installing a fresh os no drivers and plugging it back in still does it i hope you have a warrenty i got my pc through cyber power they are replacing mine.

Sorry you're having issues. We need more information. If the fan is running full speed as soon as you apply power at boot, that points to some incompatibility with your motherboard. Do you have the latest BIOS for it?

i just replaced a gtx 285 that worked fine.
and yes right at boot the fans goes 100% and stays there.
card works fine though no crashing or freezing i have the latest video driver too.
 
and it's a gtx 570 sc if that helps with the fan unlocker 1.1 .

Something is not right, I got both the 570 classified and regular 570 and I can control both fans. I got them both at 60%.

Well, it would seem that I should have done some checking before I ordered this card with my computer. First post in July and I ordered the card in november, got it in december. Have they fixed the issue that is causing this or should I just RMA this card and go with a card manufactured by someone else? I have been lucky in the past in that I have had no trouble with new cards, even the 8600gt's that were in my old system (evga cards). It might be helpful if all of the "fixes" or "issues" were posted so us end users could check there, and adjust things before getting to the point where we are fed up with the cards and want to send them back. This was the only thread that came up with google. I even tried to use the search option in these forums with no luck. Below are the system specs. First thing I did was make sure all drivers were up to date, as well as the OS and bios before loading any other software. I even checked again today to make sure there wasn't something new issued since then.

Just wanted to add that my card also has this problem.  This seems like the only thread on any forum about this issue. It wasn't as bad at first but now its happening constantly. Even when booting up my computer it stays running at full speed (very loud). Does the same in windows 7 and xp.
Out of nowhere it will instantly jump to full speed even though my temps are very low. And fan shows only at 40%. It really scares the heck out of me when it happens. And the noise is unbearable. I called evga tech and they seemed to know about this issue. They told me that before I RMA the card to do the firmware update and fan unlocker but that didn't work. So I just sent the card in yesterday and I'll post when I get it back.
For anyone reading on this issue or even EVGA tech, I just want to mention a couple of things:
For me it wasn't driver related. Tried current, beta and old drivers. Did nothing
Switched card to a different pcie slot. Did nothing
Reinstalled OS durring the time this was happening and it did nothing
Does it in Windows 7 and XP
Tried evga precision. Does nothing
Upgraded firmware and fan unlocker. did nothing
Sometimes when it does start running at full speed even rebooting computer doesn't stop it. It continues to stay at full speed even in computer bios.
Temps are very low before the fan goes full speed and obviously while at full speed.
My motherboard is a gigabyte GA-P67A-UD4-B3 and my ram is 4gb of crucial if that helps. My power supply is 750w pc power & cooling MkII silencer.

Ok, EVGA sent me back what looks to be a new card and it works perfectly. Iv been using it for about three weeks now and no problems.
Look, these things happen. What you need to look for is a company who takes care of the problem when it does happen and does it correctly. Go to newegg and look at the reviews for msi, gigabyte, ect. and you will see a truck load of complaints about those other companies sending back bad replacement cards that have been returned. Some people had to RMA a card more than three times, thats crazy! EVGA is the best company so far for quality in product and quality in customer service.
