well the card finally bit the bullet today i had replaced both my monitor and psu and sure enough the card was glitching and artifacting with fan speeds dropping to nothing overiding precision on its own.
So I had to open a support ticket for RMA. what a hassle for a $500 card and this is first time I have not had sli in years so now i have to use a 84oogts as backup till i get a card back, lol

ok thank for your help i had a feeling it was going bad as the fps is low on everything and the random fan speed dropping to nothing made me worry this is the case. i iwll run the tets but sounds like time for rma

To put that in perspective, I ran the same tool on an SLI 580 and got 120FPS(benchmark score 3060). I would expect to see at least 80FPS from a single 580, so there is definitely a (gpu-related) problem there. my SLI setup shouldn't be outperforming yours by 800%.

at this point, what I would do is run a program called "Unigen Heaven" http://unigine.com/products/heaven/ (the free one ;) overnight and really try to stress the gpu. you can run it at max settings and also run OCscanner's stress test too(yes, both at once). don't worry if the FPS is low(or if it even runs a little choppy), both of these programs are very GPU intensive, you are just looking for artifacts and errors.
that said, your card should be able to run the Unigen benchmark at a fairly good FPS if its the only thing running.

all that said, If I were you I'd be getting in contact with the nice folks at EVGA because it sounds like your card is indeed going bad, but do the tests anyway.

OK I ran the benchmark got 15fps and low score then ran stress test. directly after running stress test i reran banchmark and the fps went from 15 to 34 with a score of 1020

I did not see any artifacts and none were detected.

1) download OCScanner
2) check heavy mode under "power draw control"
3) run benchmark
4) run stress test for 15 mins
5) let us know what happens (note watch for "artifacts")

also my monitor is about 3 years old 24.6" but i use hdmi and when it turns on it pops, and i get this when the screen goes black have also notice some little waves at bottom 1/3rd of screen from time to time for coupe seconds over last month. is this a sign maybe just my monitor is going out?

ok so I have a strong enough power supply 1000 watts enermax and a few months ago my screen started to go black for couple seconds and precision would still be running but i could hear the card fan speed drop to almost nothing.

I updated my drivers then and all has been fine since.
Today I got up and my monitor went black several times with card fan speed droping alot.
I just seen theupdate for bios and fanspeed so i updated the card with that got the newest whql drivers andran oc scanner no artifacts detected, however at the time when my monitor would go in and out i would see little green spots not many but a few randomly on the screen.

but since i updated bios precision, and drivers have not noticed the fan dropping or black screens. is it possible my card is slowly dieing? or could it have just been a driver issue? neevr had this happen before but i have ran stress test and gpu benchmark with oc scanner and no artifacts detected or seen.

thanks for any advice or experience with the black screen and fan dropping to 40% or so.
