Once a month is overkill for cleaning unless you live in a horrendous dusty place. Then I think their are bigger issues than a dirty GPU.

OP did you ever check if the fan was running, and if so running properly? Have you ever cleaned the cards heatsink from dust?

I agree,, if your pc is running just a few hours a day,, But Mine runs 24/7 (Folding) with intence gaming thrown in for fun,, my case filters fill up in3 days,, so i clean my cards once a month if they need it or not.

Re:GTX 460 EE Overheating on Startup (jc21088)

Thanks for the responses everybody. I will give RMA a shot and see what happens. Maybe they will throw me a bone since it was having issues before I tried messing with it. Just to make sure, it wasn't the entire chip that was pulled off just the silver piece covering the chip Does that still constitute physical damage to the card?

General: The fan did seem to be working properly. At idle increasing the fan speed resulted in temps dropping. It was only under load that I had heat problems as if the fan just couldn't cool fast enough. I do clean the entire case and components regularly with compressed air. Not every month but still pretty regularly.
Re:GTX 460 EE Overheating on Startup (General_Jameson)

HemiPhenom955

so your saying the Big Rectangle thing came off the PCB?,,
if so you need to RMA that card.
And in the future,, clean the Heatsink fins at least once a month.

No point in RMA now as they have physically damaged the card. While gaming it gets very hot very quickly maybe 5 to 10 minutes into gaming. Temps consistently reach 104c before the card would shut down. I decided to replace the thermal paste to see if that would help reduce the temps. I am a novice when It comes to working on the computer the most advanced thing I have done up until now had been installing a new video card. After doing some research I gave replacing the paste a shot. I cleaned the old paste off and put a dot of new paste on the heat sink and chip reading that was the best way to do it. I put everything back together and fired up a game and unfortunately within 5 minutes or so the card shut off due to high temps again. Being my first time doing something like this I thought I screwed it up so I was going to try it again. However, when taking the heat sink off this time it pulled the silver chip cover (the thing with the Nvidia logo on it) off with it. I stuck it back on and replaced the thermal paste on the heat sink and the chip cover (not under the chip cover though) and started the computer again. This time the card didn't make it past startup before shutting down. I thought maybe since I broke the seal on the chip itself that maybe the paste needed to be replaced there also. Even after replacing the paste on the chip it still did not help as the card still overheats on start up. I'm looking for any advice on where to go from here. The card does have a lifetime warranty so is it time to just RMA?

Thanks for the help
